Make the VIP Uncomfortable, Be the First to Be Censored

According to an analysis, the Park Geun-hye government seems to be more thorough in censoring contents related to the president and her father (former President Park Chung-hee) than on contents that deal with national or social issues. Also, censorship has been carried out relentlessly from all directions, which pose the risk of artists censoring their own works.
According to Cultural Action on November 29, "A study of controversial censorship issues from September 2013 until recently, a period under the Park Geun-hye government, showed that more than twenty works were censored. An analysis of the details showed that many cases concerned criticism and satire of the state leader and had nothing to do with social issues. This means that the censorship is more despotic and fascist in its nature."

A representative example of censorship on works of criticism and satire aiming at President Park was the Hyundae Munhak (Contemporary Literature) incident in December 2013. The monthly literary magazine, Hyundae Munhak ceased publishing the serial novel by writers Lee Ze-ha, Jung Chan and Seo Jeong-in, because they depicted former President Park Chung-hee and the Yusin dictatorship in a negative light. The artist Hong Seong-dam, who satirically portrayed President Park in his work "Sewol, May" had submitted his work to the Gwangju Biennale special exhibition last year, but the work was never displayed. In addition, producers who satirically portrayed President Park Geun-hye or the incumbent government were refused support and writers were arrested. A representative of Cultural Action said, "The government seems to have a censorship guideline that states that the production and distribution of creative works that don't sit well with President Park should be censored."

As for the censorship method, Cultural Action said, "The government either tarnishes the artist's reputation or hurts his pride, blocks financial funding, and actively utilizes judicial rights to corner the artist from all sides. The government employed various specific methods and was persistent in censoring the works, keeping the works from being displayed, performed, or screened, taking the work down by force, arresting and filing lawsuits and reports against artists who criticized the government in their works, excluding them from public funding, and threatening to cut their budget."

The censorship was carried out by state organizations like Cheong Wa Dae and the National Intelligence Service and also by public cultural agencies such as the Ministry of Culture, Sports and Tourism, Arts Council Korea, the Korean Film Council and the National Gugak Center. There was also voluntary censorship by artists and arts institutions. According to Cultural Action, "Cheong Wa Dae and state authorities, from an imperial position, engage in censorship in hiding, while presenting censorship strategies and guidelines." They analyzed, "Public agencies not only played the role of the actor and agent of censorship, but also engaged in prior censorship activities based on a desire to raise their social status by displaying loyalty to power or for fear that those in power would feel uncomfortable with the work."

Lee Dong-yeon, executive director of Cultural Action (also a professor at Korea National University of Arts) said, "Simply put, the methods of reprisal and censorship have become more despicable." He added, "In the 1980s artists were dragged to prison 'gloriously' for violating the National Security Act or as prisoners of conscience, but these days, the government treats them like petty criminals and fines them for damaging public property. The government is underestimating the original value of the artistic expression and trying to control the artist's pride."

[Paris Climate Change Conference] Renewable Energy Accounts for Only 1.1% in South Korea: The Lowest among OECD Countries

South Korea had the lowest proportion of renewable energy in its total energy supply among the thirty-four member countries of the Organization for Economic Cooperation and Development (OECD). Despite efforts to respond to climate change, the proportion of renewable energy remained stagnant for the past twenty-five years.

According to "Renewable Energy Information 2015" by the International Energy Agency (IEA), last year renewable energy only accounted for 1.1% in the total primary energy supply in South Korea. This falls far behind the OECD average of 9.2%. Primary energy supply refers to the amount of natural resources and renewable resources used to produce secondary energy such as electricity and petroleum products. Renewable energy includes solar energy and solar heat as well as wind, hydro, tidal, geothermal, and bio-energy.

On April 10 in front of the Dongdaemun Design Plaza in Jung-gu, Seoul where the International Council for Local Environmental Initiatives (ICLEI) was held, Seoul Mayor Park Won-soon, participants in the council, and common citizens take part in a street parade. Kim Chang-gil

Iceland recorded the highest share of renewable energy with 89.3%. It was followed by Norway (43.5%), New Zealand (39.1%), Sweden (34.4%), and Chile (32.4%).
Among the major European countries, Italy was at the top with 17.8%. Germany also had a higher than average proportion with 11.1%, but France (8.6%) and the United Kingdom (6.4%) fell below average. The United States and Japan also had a relatively low proportion with 6.5% and 4.9% respectively. Luxembourg (4.4%) and the Netherlands (4.6%) were the countries that trailed South Korea with the lowest proportion of renewable energy.

In South Korea, the proportion of renewable energy remained at 1.1% for twenty-five years since 1990.
In 1990, the OECD average was 5.9%. The use of renewable energy increased among OECD member states by an annual average of 1.8% in the past twenty-five years. For its primary energy source, South Korea relied most on oil (35.6%). This was followed by coal (30.5%), natural gas (16.3%), and nuclear energy (15.4%). As for renewable energy, South Korea used biofuel and waste energy (72.8%) the most.

"Got Rid of the Pressure from 'Gangnam Style' and Recalled Why I Became a Singer"

"I never knew it would take so long. I think that's how big the pressure and burden from 'Gangnam Style' was."

The singer Psy (39) released his seventh album, Chiljip Psyda (Seventh Album, This is Psy) three years and five months after his last release. On November 30, at a press conference announcing the release of his new album at the Conrad Hotel in Yeouido, Seoul, Psy said, "There were too many voices in my head when I wrote songs saying, 'This won't be a hit like ‘Gangnam Style,’ if you do it like this,' and 'Foreigners won't be able to understand.' I made this album with a mind to return to the me in the past, return to when I first started as a singer."
The singer Psy tells reporters his thoughts on releasing his seventh album, Chiljip Psyda, three years and five months after his last album at a press conference at the Conrad Hotel, Seoul on November 30. Yi Seok-wu

There are two title songs in this album, "Napal Baji (Bell Bottoms)" for the domestic album, and "Daddy" for the export version, and the album contains a total of nine songs. Many singers including will.i.am, Ed Sheeron, Jeon In-kwon, Kim Jun-su, Gaeko, Zion.T, and CL featured in this album. He said, "The album is basically dance music with a mixture of EDM, hip-hop, funk, and medium tempo. I tried to portray diverse human emotions and desires in the songs." He also asked that the listeners listen to everything on the album, instead of just choosing what they liked. The following is a Q&A with Psy.

- Why did you select two different title songs for the domestic and export version of your album?
"Because the time and situation when I made the two songs were completely different. 'Daddy' is a song I made one day last year with high hopes thinking 'I'm friends with Madonna.' So the lyrics include a lot of thoughts relating to overseas and the chorus repeats in English. 'Napal Baji' was written this year, when I returned to my roots and thought about giving it another try. That's why I chose that song for the domestic release."

- What are the roots that you talk about?
"It's me, who became a singer because I wanted to do what I wanted to do. No matter what I do, there are bound to be people who like it and dislike it. I will humbly accept them as they are."

- How big was the pressure of "Gangnam Style”?
"Enough for me not to go to Gangnam. The pressure was too big."

- Hangover, which you released in the U.S. last year reached 26 on the Billboard chart. Do you have any expectations or ambitions for this album?
"It won't be that easy for something like 'Gangnam Style' to happen twice. If I get lucky like then, maybe, but I don't have much of an expectation for that. I'd rather have people think of me as other K-Pop singers who are actively working overseas."

- National and international top stars featured in this album.
"will.i.am featured in my album, as part of an exchange to help each other out. 'Good Days Will Come' is a song that comforts you and pats you on the shoulder. I thought Jeon In-kwon's voice would heal more hearts. Kim Jun-su took part in 'Dream,' a tribute to Shin Hae-chul. I went to see his musical performance and was surprised at his clear yet sad voice. That's why I asked him to sing the song."

- The music videos for the two title songs both catch the viewers’ eyes with your unique "second class" emotions and impressive comic dance.
"I tried my best to express the fun and exciting music. Just as before, there were no other intentions. I just tried to make a funny video."

Court Says “The Police Must Not Prejudge Violence and Damage,” Preventing Abuse of Public Authority

The court decided that the Second General Rally of the People should be allowed because the police’s notice to ban the massive rally was against the Constitution and the relevant law in many aspects. This decision practically supported the criticism that the police force has been exercising the authority beyond its constitutional power in its effort to block a protest in advance in order to humor the government.

Administrative Division 6 of the Seoul Administrative Court (by Chief Judge Kim Jeong-suk) reviewed this case and said, “Although this rally is lead by the Korean Confederation of Trade Unions (KCTU), this circumstance alone is not enough to make one confidently believe that collective violence and damage will occur for certain.” This comment is in line with the civil society’s criticism that “the police force is pushing to stop the rally only based on predictability.” Attorney Park Ju-min, representing the National Committee Working for Speedy Recovery of Baek Nam-gi and Protesting against the State Violence, said on this day’s hearing, “The police department is exaggerating some unfortunate incidents that occurred in the first rally held on November 14.” He further pointed out, “It is practically a prior permit on assembly, since they argue the possibility of violent protest when we publicly have announced a peaceful rally.”

While the police argued that the rally had to be banned because of traffic congestion, the court did not admit it on the ground of a precedent by the Constitutional Court. The Constitutional Court once ruled that when a rally should be banned, “it is necessary to prohibit it after examining a way to give permission, adding conditions.” The Seoul Administrative Court said, “In this case, the police agency has not discussed with the organizers in advance whether it is possible to change the number of people marching or the rally routes. It is not possible to conclude that the rally will potentially cause serious traffic congestion.”

The opposition, the labor and the civil society welcomed the court’s ruling. KCTU said, “It has become clear now that the past police measures to ban protests on the ground of ‘lawful demonstration’ have been a way to suppress criticisms against the government and to rule by oppression in the name of public safety.” The Justice Party said in a comment, “With this court decision, the abuse of authority by the police force must end, as it has been using the regulation to report an assembly as a practical permit system.”

Meanwhile, the police are busy finding alternate plans as they cannot prevent the rally scheduled on December 5. Superintendent Park Chang-hwan of Public Security Section 3, Seoul Metropolitan Police Agency, was the litigation performer in this case and he said, “We feel sorry about the result but humbly accept the court’s decision. This ruling will affect other assembly plans to which the police have issued a banning notice. Superintendent Park added, “Since the rally will happen as planned, relevant departments should make a decision on how to safely manage it from now on.”

The police agency also sent a banning notice to the planned assembly reported by the Korean Peasants League (KPL). Before the court’s ruling, it also banned the Civil Society Organizations’ Network (CSON) in Korea from holding a rally in the Seoul Plaza and near the Seoul National University Hospital. The organizations participating in the CSON include the People’s Solidarity for Participatory Democracy, Citizen’s Coalition for Economic Justice and YMCA. The planned assembly was not related to the first massive rally in November.

However, despite the police notice banning the assembly, these groups will still carry out their plans. The KPL will hold a cultural festival wishing for a speedy recovery of Baek Nam-gi, a farmer who was injured by a police water cannon. The KPL submitted an application to use the Seoul Plaza on November 27 and got an approval. According to the League, the expected number of participants is 5,000 and the time is between 11:00 a.m. and 11:00 p.m. and the Seoul Metropolitan Government approved this plan. The CSON changed its plan to a peaceful demonstration. A person from the CSON said, “We have promised to hold a peaceful demonstration and therefore, will not go ahead with the original plan. We will find a more peaceful way to protest against the ban on our assembly.”

Special Sewol Committee Questions the "Adequacy" of Cheong Wa Dae's Response

On November 23, the Special Committee for the Investigation of the April 16 Sewol Disaster decided to investigate the "adequacy" of Cheong Wa Dae's response to the tragedy. The committee also added the clause, "We will not rule out an investigation of the president." The four members of the committee recommended by the ruling party rushed out of the meeting room and expressed their thoughts to resign saying, "We cannot agree to an investigation into the president's whereabouts that day."

This morning, the committee held the nineteenth plenary session and voted on an investigation into the adequacy of Cheong Wa Dae's response to the accident. Park Jong-dae, a family member of one of the victims had requested such an investigation in September. The request was reviewed by the fact-finding subcommittee and submitted to the plenary session. The request includes five specific issues including President Park Geun-hye and Cheong Wa Dae's orders and responses to the Sewol accident and the subsequent orders and implementation by government ministries. Seventeen standing and non-standing members of the committee attended the meeting, including Chairman Lee Seok-tae.

Members of the committee debated the "orders and responses by the president and Cheong Wa Dae," the first item in the request. Hwang Jeon-won, a non-standing member (recommended by the Saenuri Party) said, "We should clearly state whether this includes an investigation into the president's whereabouts." Park Jong-un (recommended by the Korean Bar Association) said, "When we investigate the five specific items in the request, we will not be able to avoid an investigation into the president's whereabouts, but this should not be taken as an investigation into the president's personal life."

As the debate continued, members recommended by the ruling party released a revised request excluding an investigation into the president's whereabouts during the "seven hours," but this failed to pass. When the committee failed to pass the revised request, members recommended by the ruling party Cha Ki-hwan, Hwang Jeon-won, Ko Young-joo, and Seok Dong-hyeon left the meeting room and said they would resign.
Nine of the thirteen remaining members voted in favor of the original request, which was passed with the majority of the votes. When someone mentioned that the committee should clearly state whether this included an investigation into the president's whereabouts for the "seven hours," the committee included the sentence, "The president will not be excluded from those subject to the investigation." A member of the committee said, "We are not saying that we will investigate the president's whereabouts no matter what. We are just saying that if it is relevant to the case, we will not exclude it from the investigation."

Park Jong-dae, who made the initial request said, "We are not curious about President Park Geun-hye's private life. We are asking why Cheong Wa Dae failed to respond adequately when it should have played the role of the control tower on the day of the accident." He added, "They (some members) appear to be launching a political attack by highlighting the president's whereabouts during the seven hours, which is only a part of the request."
Seok Dong-hyeon, a member who attended the plenary session this day had already retired in September to run in the next parliamentary election in Busan Saha district 2. Seok, who had not attended the committee meetings since, said, "I am still legally a member of the special committee, for I have yet to submit my resignation," and added, "I came here after careful consideration to cast a vote against it (the investigation of the president)."

On November 19, an internal document of the Ministry of Oceans and Fisheries was disclosed. The document included the guidelines, "Concerning the special committee's investigation of BH (Cheong Wa Dae, Blue House), members recommended by the ruling party may express their intention to resign when necessary." The members of the special committee recommended by the ruling party held a press conference when the document was disclosed and said, "We are all willing to resign (if they carry out an investigation of Cheong Wa Dae)."

영화의 스토리가 고질라를 떠올리게 해서 그런가.....ㅋㅋㅋ 이상하게 맷 어빠 취향의 영화가 아닌데... 이외의 선택같은 느낌이랄까....;;;

(The Martian).
